BRS conference
The Second International Scientific Conference “The Baltic States and Regional Security”, organized by the General Jonas Žemaitis Military Academy of Lithuania, seeks to bring together established scholars, early-career researchers, doctoral candidates, and policy practitioners to examine the evolving dynamics of European security and Europe’s role in a changing international order. The conference is conceived as an scientific forum for theoretically informed, empirically grounded, and policy-relevant discussion of the strategic challenges shaping Europe, its neighbourhood, and the Baltic–Nordic region.
Building on the previous conference’s focus on regional security in the transatlantic context, the upcoming conference will place stronger emphasis on the European dimension of contemporary security debates. At a time of profound geopolitical, military, and societal transformation, Europe is increasingly called upon to act not only as a security community, but also as a strategic player capable of defining priorities, developing capabilities, strengthening resilience, and responding to crises in its wider neighbourhood and beyond. Lithuania’s forthcoming Presidency of the Council of the European Union provides a particularly timely context for reflecting on Europe’s political leadership, strategic agency, and capacity to shape the international security environment.
Within this broader European framework, the conference will also highlight the growing relevance of Baltic–Nordic cooperation and the NB8 format. The Baltic and Nordic states occupy a strategically important position in Europe’s security architecture, linking regional, European, and transatlantic dimensions of deterrence, defence planning, resilience, and crisis response. Their experiences in total defence, societal preparedness, military adaptation, support for Ukraine, and regional coordination offer important insights into the wider transformation of European security.
